In 2013 the GIZ project, implemented by AMBERO/ICON, initiated a new pilot project on the elaboration of an Integrated Urban Development Strategy (IUDS) for the Inner City of Kraljevo in cooperation with the Municipality. The already elaborated Integrated Urban Development Strategies in the cities of Užice and Kragujevac from 2011 to 2012 served as best practice examples for the realization of the process in Kraljevo. The main goal of the Strategy is to define the urban identity of the inner city area, to identify measures for improvement of the quality of life, and to create preconditions for sustainable economic development and investment promotion aiming at the improvement of the city’s image.

New participation methods
Invitation of local stakeholders for the discussion of the IUDS
The whole process of the elaboration of the IUDS was accompanied by informing and actively involving local stakeholders and citizens. The encouraged large-scale participation and high grade of transparency of the process shall create the basis for a better ownership and acceptance of the future development of the city centre.
Expressing ideas for the future development of the city at the public forum
The new participation methods tested during the process in Kraljevo were the conduction of a citizen’s survey in the beginning of the process, a number of technical workshops and round tables with important local stakeholders, as well as a public forum.
The organization of a public forum
The main objective of the public forum, organized as one large event, was the presentation and discussion of the results of a previous SWOT (strength’, weaknesses, opportunities and threats) analysis together with important local stakeholders, as well as proposed solutions in form of goals, measures and project ideas located within the project area and to collect comments and proposals that, later on, served for the formulation of the vision for the development for the inner-city of Kraljevo.
The presentation of the analysis also included the results of the public survey, conducted in August 2013, which inquired on the level of citizen satisfaction and the need for measures aiming at improving the situation in different areas of life within the inner-city area. The event was mainly attended by representatives of the City Administration and public institutions, members of the working group for elaboration of the Integrated Urban Development Strategy, but also by interested citizens and school children from Kraljevo and students of the master program of Integrated Urbanism at the Faculty of Architecture of the University of Belgrade.
The presence of local media was used in order to reach a broader audience of citizens from Kraljevo and inform them about the development process of the strategy. Before the Public Forum, two elementary schools from Kraljevo organized a drawing contest under the theme „My City in the Future“. The Public Forum hosted the exhibition of a narrowed selection of children’s drawings and the award ceremony for the authors of the best drawings.
Measures urban structure
Transparency and involvement of citizens during the process
The citizens of Kraljevo were involved in the elaboration of the Integrated Urban Development Strategy for the Inner City of Kraljevo in various ways: They were informed by the local media, which covered all steps in the process, as well as by the Directorate for Planning and Construction, which shared information on their homepage, they were also involved through consultations and in the form of a public survey. After the development of the draft for the Integrated Urban Development Strategy, it is foreseen to organize a 30-days-public inquiry as well as several presentations of the document for different interest groups.
Local media coverage of the event
The municipal assembly approved the implementation of the final document for the Integrated Urban Development Strategy (IUDS) in June 2014.
